Eligibility requirements
The Labourer card is for general construction operatives. Have these two things ready.
CITB Operatives test
Pass the CITB Health, safety and environment Operatives test. The pass used for a first application is valid for three years, and only when you renew that first two-year card.
If you are new to construction and do not want to take the Health and Safety course, you can apply for a Red Provisional card. It lasts 6 months, can only be applied for once, and still needs a CITB test pass.
Validity and renewal
Two years for new applications; Five years for renewals
The CSCS Card booking is £65 which includes the £36 CSCS fee, booking fee and VAT. If expired for over a year, you must reapply as a new applicant.
- The first Labourer card is valid for two years.
- Renew for five years with the renewal declaration form, confirming you work as a labourer.
- If you held a Labourer card before February 2025, you may renew for five years with evidence of labouring work and a CITB test pass from the last two years.

What if I have held a Labourer card before?
You can renew as a five-year card by providing evidence of working in a labouring role with the Labourer Card Renewal Declaration Form.
When do I need evidence that I am working as a labourer?
When you apply for a five-year card after holding a two-year Labourer card.
When you apply for a five-year card after holding a five-year Labourer card.
Evidence is not required for the first two-year card.
What happens to my current card?
Existing cards stay valid until they expire. They can be renewed for five years when the requirements are met.
Why did the Labourer card rules change?
The February 2025 changes follow the direction of the Building Safety Act. They also address the oversupply of Labourer cards so the card is held by people doing genuine labouring work.
What evidence proves I am working as a labourer?
The simplest evidence is the declaration form, completed by your employer or, if you are self-employed, by the main contractor.
A letter on company headed paper can also be accepted. It must identify you by full name and date of birth, or full name and CSCS registration number, and include contact details for the employer or main contractor.
